With Germany automatically qualifying as the host nation, the remaining three spots will be contested by twelve teams in the playoff round to determine their fate. To allocate the teams that have booked their spots for the tournament next year, UEFA organized a draw ceremony at the Elbphilharmonie in Hamburg, one of the host cities.

During the ceremony, pornographic noises were noticed inside the venue while the draw proceedings were ongoing. Manchester City icon David Silva was drawing the names from the pot and appeared puzzled as the sounds were heard on multiple occasions.
